OneMusic are committed to engaging widely when implementing new licensing products or making changes to existing ones. We place particular importance on consulting with relevant industry associations, where appropriate, to ensure our licensing solutions reflect the needs and perspectives of the communities they affect.


Open Consultations:

OneMusic is proposing to introduce a sector-specific licensing arrangement designed specifically for retirement villages to enable them to continue offering music as a valued part of resident wellbeing and community life, while meeting legal obligations simply and cost effectively.

Recent Consultations:

On 13th August 2025 OneMusic published a Consultation Paper that set out proposed amendments for the Dance Schools and Instructors Music Licence. Over the following eight (8) weeks, we received nineteen (19) written responses from a range of individual Dance Schools and Instructors across Aotearoa. This included a group submission from Dance Aotearoa New Zealand (DANZ), representing an unspecified number of participants.

OneMusic Dance Consultation Outcome

OneMusic is grateful to everyone who shared their perspectives – your valuable feedback has helped shape the final outcome.

After reviewing all submissions, OneMusic will implement a revised Dance Schools and Instructors Music Licence, effective from 1 February 2026.

Summary of Key Changes

  • Music in Dance Classes
    Annual fees for background music will be calculated based on the average weekly number of classes across all locations. In response to feedback, the class‑number tiers have been adjusted and expanded to better reflect usage at different scales.  For clarity, background music fees will be calculated based on average classes across all locations. If a licence to copy music for use during classes (‘Digital Delivery’) is required, this will still be calculated per location/premise.
  • Website Use Included
    Rights to use music on dance school/instructor websites will be covered at no extra charge under the Music in Dance Classes category.
  • Events Covered in One Licence
    Music used in Dance School Events is now included in the licence under four tiers (replacing separate APRA and Recorded Music NZ event licences). A Dance School Event includes school‑led showcases/recitals where the entry fee is under $35. It excludes ballets and performances in Dramatic Context.
  • Domestic Use Video
    The existing Annual and Single‑Use Domestic Use Video licences are consolidated into this revised licence package (rates and structures unchanged) to simplify administration.

Our Consultation Process:

When OneMusic New Zealand launched in 2013, more than 10 consultations were undertaken with a wide range of industry bodies consulted to assist in establishing fair fee structures to meet the needs of their unique sectors. This was an opportunity to harmonise the licensing frameworks of APRA AMCOS and Recorded Music NZ into a single, more accessible offering.

OneMusic Consultation Practices and Process

In general, the rates and rate structures across the suite of OneMusic’s licensing products are formulated by balancing the following factors:

  • benchmarking against the rates and rate structures that existed in New Zealand prior to the commencement of OneMusic;
  • the relative significance of music to the music user;
  • the nature of the businesses within the industry, sector or music user (to avoid unintended inequity or administrative burden); and
  • the number and type of music rights exercised by that music user.          

In formulating an approach relating to licensing products and pricing, OneMusic:

  • aims to balance a desire for simple rate structures with user demand for flexibility, although our experience suggests the two are not always compatible;
  • looks for a pricing model that is industry-appropriate, as simple as possible for music users to calculate and report, and to maximise accuracy and compliance; and
  • looks for a scaled pricing structure to make sure ‘smaller’ businesses are not unfairly disadvantaged as compared to ‘larger’ businesses. 

Our consultations are designed to ensure adequate time for any impacted party to respond to the new or revised licensing products being proposed. While reaching agreement with affected users is our preferred outcome, the primary purpose of consultation is to ensure transparency and gather feedback.

OneMusic will publish all consultation notices on this website and invite submissions from users and user groups who may be affected. Each consultation notice will include specific details such as timelines and deadlines.

We are committed to consulting in good faith, including direct engagement with peak industry bodies or relevant associations where appropriate. All submissions received will be carefully considered, and OneMusic will take these views into account to help ensure our licensing products strike a fair balance between the needs of users and the rights of the music owners we represent.

Once the consultation process is complete, and OneMusic is satisfied that feedback has been acknowledged and, where appropriate, incorporated, we will publish and implement the new or revised licensing product.

If the consultation is deemed unsuccessful, or if impacted users remain dissatisfied with the outcome, the proposed licensing product may be referred to the Copyright Tribunal of New Zealand, either by OneMusic or by any affected user or user group.
